A Gift to the Children of El Paso

The Lee & Beulah Moor Children’s Home is a gift from the late Lee and Beulah Moor, dedicated to the children of El Paso. Since welcoming its first residents in December 1959, the Home has positively impacted the lives of thousands of children and families. Licensed by the Texas Department of Family and Protective Services as a General Residential Operation and Child Placing Agency, it is also a proud member of the Texas Coalition of Homes for Children and the Southwest Association of Homes for Children. As the needs of the region’s children and families evolve, the Home continues to adapt and grow its programs and services.

Lee & Beulah Moor: A Lasting Legacy of Service and Compassion

The Lee & Beulah Moor Children’s Home is both a dream realized and a powerful legacy. Lee and Beulah Moor envisioned a place where children with limited opportunities could find hope, safety, and a chance to succeed. They wanted to offer a refuge for children facing difficult circumstances and empower them to build a brighter future.

The Moor’s, left a lasting testament to their commitment to helping others by establishing a trust for the children’s home, which opened its doors in December 1959. They provided the initial 13 acres at 1100 East Cliff Drive for the main residential campus. Additional support comes from private donations, public funding, and, when applicable, reimbursements from families served, based on a sliding scale.

Expansive Campus Committed to Supporting El Paso Families and Children in Crisis

The main residential campus is home to administration offices, residential cottages, a recreation center, a library and learning center, several group homes, the MacGuire Center, and a support services building. In addition, the Home is proud to have a recreational camp in the foothills of the White Mountains in Three Rivers, New Mexico. A generous gift from the late Charles Leavell, the camp features three group cabins, a large cabin with a meeting/dining area, a shower house, and both low and high ropes courses. With breathtaking views of White Sands National Park and the Tularosa Basin, the camp offers a unique setting for adventure and personal growth. The untouched wilderness provides the perfect backdrop for activities that encourage teamwork, self-discovery, and skill-building. Whether hiking the pine- and aspen-lined trails of the 12,000-foot White Mountains, rock climbing, or conquering the ropes course, children at Camp Leavell discover their hidden strengths and potential while creating lasting memories.
