Adoption Agency and Services | El Paso, Texas

At Lee & Beulah Moor Children’s Home, we firmly believe that every child deserves the opportunity to grow up in a stable, loving family—one that provides a permanent home filled with care and support. Our dedicated, compassionate staff works closely with birth-parents who are unable or unwilling to provide a stable home environment, ensuring that each child receives the best chance for a bright future.

Our adoption program focuses on creating thoughtful, individualized adoption plans to match children with prospective adoptive families. Adoptive families undergo a thorough evaluation and preparation process to ensure they are ready to welcome a child into their home. Birth-parents are invited to participate in the adoption process, including selecting and matching the child with the adoptive family. In cases where appropriate, de-identified information is shared with all parties involved to ensure that the placement is the best fit for the child’s needs.

The adoption program is licensed and monitored by the Texas Department of Family and Protective Services as a nonprofit Child Placing Agency, ensuring that all legal and ethical guidelines are followed throughout the process.

Understanding the Adoption Process

The adoption process begins when prospective adoptive parents complete a formal application and submit supporting documentation, including marriage certificates, income statements, insurance policies, and personal references. A comprehensive home study is conducted, involving interviews with each family member, to assess the family’s readiness to adopt.

Once approved, prospective parents create written profiles—de-identified and shared with birth-parents for review. This gives birth-parents an opportunity to learn about the interests and qualities of families who are ready to adopt, allowing them to have input in the decision-making process.

When a match is made and children are placed in their adoptive home, we provide regular counseling and supervision for six months to support the transition. This ensures that both the child and the adoptive family receive the guidance needed until the adoption meets the legal requirements for court petitioning.

Adoption Fees

Adoption fees typically range from 20 percent of the family’s adjusted annual income, up to $15,000, with an additional $1,000 for the home study. These fees cover medical care for birth-mothers, legal expenses, and the agency’s supervision costs throughout the adoption process. Post-adoption counseling services are also included. Legal fees associated with petitioning the court for adoption are the responsibility of the adoptive family and can be paid to the attorney of their choosing.
