There is a critical need for foster families who are ready to provide a safe, loving, and temporary home for children whose families are unable to care for them. Foster Parent & Foster Home Requirements

To become a foster parent with Lee & Beulah Moor Children’s Home, applicants must meet the following criteria:

  • Residency: Must be residents of the El Paso region.
  • Age: Must be at least 25 years old.
  • Single parents are welcome to apply.
  • Couples: Couples must have been married for two or more years. 
  • Education: Must have a minimum of a high school diploma or GED.
  • Training: Must attend monthly foster parent training and demonstrate an understanding of the material.
  • Spirituality: Must be open to allowing the child to develop a faith or spiritual foundation.
  • Financial Stability: Must be financially solvent and not rely on foster care payments to cover monthly bills.
  • Safety: Must provide a home that meets fire, safety, and health standards.
  • Maturity: Must exhibit emotional stability and maturity.
  • Physical Health: Must be physically healthy, free of communicable diseases, and capable of meeting the physical demands of parenting.
  • Health Testing: All family members must undergo TB testing with negative results, and children in the home must be current on immunizations.
  • Substance-Free: Must be drug and alcohol-free and agree to pre-license and random drug testing.
  • Background Checks: Must submit to a criminal background check and fingerprint check.

Costs to Provide a Foster Home

  • Lee & Beulah Moor Children’s Home provides training, licensing, and home study services at no cost to foster families. This includes CPR and first aid training for licensed foster parents. The foster family will be responsible for ensuring their home meets fire and health inspection requirements, including obtaining smoke detectors, a fire extinguisher, and a first aid kit.
  • The agency may assist with some required items from our donated-items stockroom, based on availability.
  • The agency reimburses foster parents for a room and board fee of $28.97 per night for children placed in care to help cover food and additional utilities.
  • Medical costs for foster children are covered through the birth family’s insurance, Medicaid, or by the agency, and are not the responsibility of the foster family. Additionally, the agency covers expenses for clothing, school supplies, allowances, and special events, with pre-approval required for these expenses.

Agency Expectations for the Foster Family.

As a foster parent, you will be expected to:

  • Provide a safe and nurturing home environment for the children in your care, in compliance with all licensing requirements.
  • Follow the agency’s discipline policy, which prohibits physical punishment of any kind.
  • Participate in the development of a visitation plan for the child with their birth family, which may include providing transportation and, in some cases, supervising visits.
  • Transport the child to medical, dental, or therapy appointments.
  • Share updates on the child’s development and progress with the agency, including completing monthly reports.
  • Be available to care for a child when they are sick and unable to attend school. Working foster parents should have a back-up plan in place for these situations, as the agency is unable to care for sick children on a daily basis.
